I have a QuickCam Express. I have the same problem. Ubuntu 9.10. My QuickCam works in other (non-V4L?) applications, but not xawtv or ZoneMinder.

# lsusb | grep Cam
Bus 004 Device 031: ID 046d:0840 Logitech, Inc. QuickCam Express

This bug is 2 years old now...
