thermal management on PandaES ridiculously verbose

Bug Description

Attaching a short snippet from dmesg on my PandaES to exhibit the problem, but yeah, it seems like the thermal management bits are in some sort of verbose debug mode by default, which is insanity. Maybe we could shut this up a bit? ;)

I trigger it by using the machine heavily, which causes it to overheat, trip alarms, drop core speed, lather, rinse, repeat. A pretty common scenario during any heavy build.
