After playing around with this for a month, I finally reinstalled the latest version of Ubuntu on my Dell Inspiron 1720.
After that, with the FRESH install (and I stress fresh) ... I installed the linux-backports-modules package in Synaptics. After a restart, sound works! Run alsamixer to pump up the sound levels and I was good to go. DVD's play fine also with a codec update which was automatically detected for my system.
This is to confirm: On a Dell Inspiron 1720 with this Intel 8280H (ICH8) --- sound now works OK after installing the linux-backports-modules package.
Current limitations: (1) seems sound levels aren't stable; switching between different apps resets the sound levels (2) headphone jack does not mute main speakers when in use
