Suspending Feisty never reaches S3

Bug Description
Binary package hint: linux-source-2.6.20
Suspending is broken for me in all versions of linux-source-2.6.20 for the past few months. I believe that it worked in one of the versions in Feisty Beta, right before the actual Feisty release. When I suspend, the screens blank but the PC never goes into S3: power lights, disk drives, and fans all stay on.

This has been happening for me in every kernel version since, in feisty, gutsy, and now hardy. Is there anything I can do to get suspend to work?
