Vandelay queue can be created without a name

Bug Description
EG 2.10, 2.12
When importing MARC records via Cataloguing menu, EG does not stop it when no name entered for a new queue. A new queue will be created with empty name field. It shows up on Inspect Queue.
If importing via Acquisitions menu, no queue is created, though the records can added to a selection list or PO.
It's good if EG can make Name field mandatory.
