New inotify patch

There's a new inotify patch available.

Matt, I don't think we've considered the interaction between external kernel
patches and UVF. I think this specific case counts as an upstream version,
because of the nature of the changes.

We should talk about the general case at some stage, though. :-)

updated the url, based on rml's recommendation. ideally, we should ship with
this version, unless there are really great reasons to update to > 0.18 when
it's ready.
