Bug Description
While trying a dragonboard image from edge yesterday, I found that the 'shutdown -h now' command caused a reboot, while the 'halt' command seemed to actually put the device in a state I could safely disconnect power.
I still need to collect more data on this, confirm whether it affects other devices, etc, but it might be after this week's sprint is done.
