Dell XPS 13 screen always on lowest dim with 3.8.0-30 kernel

Bug Description

Since installing the latest kernel 3.8.0-30 on my Dell XPS 13, I can only use the screen on lowest dim/brightness. Hardware keys as well as System Settings have no effect on the dim level.

I already had issues with the brightness settings before. To make hardware keys and System Settings brightness settings work I added

echo 0 > /sys/class/backlight/intel_backlight/brightness

to /etc/rc.local and a custom /etc/pm/sleep.d/resume_brightness script.

Things tried
- remove "echo 0 > /sys/class/backlight/intel_backlight/brightness" from previously mentioned scripts
- add grub boot options "acpi_osi=Linux acpi_backlight=vendor acpi_osi='!Windows 2012'"

Workaround:

- keep utilizing "echo 0 > /sys/class/backlight/intel_backlight/brightness" in both scripts
- boot using the 3.8.0-29 kernel

This is a regression.

Problem still persists after updating kernel to 3.8.0-31. Workarounds mentioned in bug descriptions still needed.
