Bluetooth doesn't power on if it was turned off without disconnecting headset

Problem:
I use a bluetooth headset for listening to music and I have noticed an issue where if I use "Turn Off" option from the Bluetooth shortcut while it is connected to my Bluetooth headset, chances are, the next time I power on the laptop.
Steps to reproduce:
1. Have QCA9565/AR9565 WLAN+BT chip
2. Install Ubuntu 18.04 LTS
3. Connect Bluetooth to a bluetooth headset.
4. After few minutes, power down Bluetooth from gnome-control-
Expected Behavior:
Bluetooth should work irrespective of how it was turned off.
Actual Behavior:
Need to restart my laptop to gain access to Bluetooth.
Note:
I upgraded bluez to version v5.50 from PPA according to this article:
