Bug Description

Ubuntu will insert information into the EFI firmware so that the user can make an informed decision from which disk to boot. However, that information can be insufficient a shown by the output from efibootmgr below.

Clearly, a specification of just "ubuntu" is not sufficient to make an informed decision.
