usb ports and bluetooth not working

Bug Description

USB Ports, like when using mouse device works only on reboot for a short while (in the login screen) then ultimately stops after login. Same happens to bluetooth also. I checked the logs and it says, usb device descriptor error -71. When plugged to AC and mouse is connected before boot, issue doesn't occur. This happened after upgrading to ubuntu 22.04
