/proc/<pid>/stat doesn't update after resume from hibernation

Bug Description

After hibernating (to disk) and resuming, the utime/stime info in /proc/<pid>/stat files for every process (started from before the system hibernated as well as newly started ones) will not update. That would last a certain amount of time. Sometimes as little as 5m and sometimes hours. It seems to be dependant on the amount of time the system stayed hibernated. It eventually resumes and utime/stime continue increasing from their previous values. This happens with 5.10, 5.19, 6.1, 6.2. Pretty much every kernel that I tested. I also tested with a fresh debian bullseye install - it has the same problem.
