riscv64 linux image/header/module package versions don't exist for their meta package versions

Bug Description

Hi,

Running mantic on a riscv64 system, trying (a little late) to upgrade from mantic to noble, I ran into "Please install all available updates for your release before upgrading" even after a dist-upgrade.

On closer inspection, I see:

The following packages have been kept back:
  linux-generic linux-headers-generic linux-image-generic linux-tools-generic

That seems to be because the 6.5.0-42 release made it into the meta packages, but not the actual binary packages:

ubuntu@vf2:~$ sudo apt-get install linux-generic=6.5.0.42.42.1 linux-image-generic=6.5.0.42.42.1 linux-headers-generic=6.5.0.42.42.1 linux-tools-generic=6.5.0.42.42.1

These packages don't exist on the archive servers in mantic{,-updates,-security}, and don't seem to exist in -proposed either, however a complete set of 6.5.0-44 packages does exist in -proposed, which unblocks d-r-u for now at least.

Do let me know if this should be targeted elsewhere, obviously it's a packaging/release bug rather than an actual released kernel bug.

The latest version in mantic-updates is (should be) 6.5.0-44.44 but the riscv64 package set seems to be incomplete. Hm.
