(wl) Networkmanager says 100% when wifi is really 0%.

Bug Description

When clicking the networkmanager status icon, it shows nearby wifi spots with meter showing signal strength.
The problem is, sometimes when the signal is actually very weak, it shows up as 100% signal.
When I run the command sudo iwlist scan it shows the network is 0/5 strength, but networkmanager shows it as full signal!
Also, it sometimes says it is 0 signal when it is actually good signal.
This is with broadcom wifi card, using proprietary driver.

This problem is with a BCM4328 802.11a/b/g/n, I think it is fully supported by the restricted module driver.
I noticed another problem today, ubuntu9.04 would not connect at one location, I did iwlist scan and found there were 6 wireless stations of the same essid, four 0/5, one 1/5, one 4/5 quality.
Networkmanager couldn't connect, it's almost as if it tried to connect to the wrong wireless station, not the nearest one.
I think this may be related to the problem where networkmanager (0.7.0.100) is seeing "0/5" as 100%?

Same bug happens in 9.10, it shows 0/5 in iwlist scan, but shows full signal in the networkmanager applet.

This is still on in Kubuntu 12.04. The screenshot shows the situation. I am actually far away from the access point, though the applet shows 100%. Which is not quite confirmed by iwconf and a distance of 10 m through a number of thick walls.
