Built-Using field has disappeared

Bug Description
I noticed that the Built-Using control field is no longer being generated for linux-modules-
For example:
$ apt show linux-modules-
Built-Using: nvidia-dkms-440 (= 440.59-
$ apt show linux-modules-
$
I'm guessing this commit is why - but it's unclear from the commit message if it was intentional:
