The package list for that mirror (http://mirror.cs.umn.edu/ubuntu/dists/hardy-security/restricted/binary-i386/Packages.gz) lists this version of linux-restricted-modules-common as being available in hardy-security, but the package is not actually available in http://mirror.cs.umn.edu/ubuntu/pool/restricted/l/linux-restricted-modules-2.6.24/, hence the 404 error.
You can change mirror by going to System -> Administration -> Software Sources |
