$ uptime
 12:40:44 up 1 day, 10:56, 1 user, load average: 4.00, 4.02, 4.00

The load is always reported as higher than 4 even on an idle system.

Seems to be this upstream: https://github.com/raspberrypi/linux/issues/2881
