perf is not available for linux-oem-6.14

I'm on Ubuntu 24.04.3 LTS. I can't seem to find perf for this kernel. The perf command tells me to install another package to get it, but I already have the package in question.

$ uname -sr
Linux 6.14.0-1018-oem

$ perf

I have installed these packages:
  linux-oem-6.14-tools-6.14.0-1018

but none of them provide perf. This package has some tools, so maybe it's the one that should also have perf?
