Bug Description
[Impact]
Connect with the WD19TB on the right TB port and plug the USB flash drive on it, the machine can't recognize the USB flash drive.
[Fix]
Enable the PCI ACS when Intel IOMMU is detected with platform opt in hint.
[test]
With the fix, the machine can recognize the USB flash drive.
