Apply 2023-07-20 Orin enablement patches from NVIDIA

[Impact]
Pull in a number of patches that NVIDIA use internally. These are intended to improve kernel support for Orin-based devices.

This set of commits consists of 166 + 11 = 177 patches that were received on 2023-07-20 and 2023-07-31.
