linux-image meta packages missing for armel

Bug Description

There are no linux-image meta packages for ARM kernels. This is problematic for building cloud-images and using debootstrap, as it requires the process to know the kernel image name and version for installation.

Yes, that is exactly what Ben was asking for. It does seem like they're there now though. I can't easily confirm actual presence in the archive, but they do seem built at https://launchpad.net/ubuntu/+source/linux-meta .
