linux-crashdump no output after crash, error in vmcore.log

Bug Description
Having random crashes and reboots on previously stable machines. To troubleshoot, tried installing linux-crashdump but no dumps are appearing. Occasionally, there is an error message in /var/crash/
"open_dump_memory: Can't open the dump memory(
makedumpfile Failed."
Running apport directly is not possible, machines are not directly connected to Internet. Will attach output.
