i386 virtual flavour depends on i386 server headers which do not exist

Bug Description

The i386 virtual package is uninstallable as it is dependant on the i386 server headers which no longer exist since the replacement of that package by a generic-pae.

linux-meta 2.6.31.3.14 produces uninstallable binaries:

    * linux-backports-modules-karmic-virtual (i386)
    * linux-headers-virtual (i386)

Seems we have a direct dependancy to the -server flavour headers/lbm. These need to depend on either the -server or the -generic-pae headers/lbm. This will apt-get to use either of these to satisfy the dependancy and install the appropriate headers.
