CPU frequency scaling up_threshold too aggressive (Ubuntu 8.04 LTS)

Bug Description

CPU frequency scaling up_threshold in newly installed Hardy is too aggressive and it is set to 11 by default. Simply running Rhythmbox will trigger the CPU to maximum, and attempt to change it in anyway will revert back to "11" on the next restart.

Thank you for your suggestion. However, the changes you are requesting aren't really a bug and require more discussion, which should be done on an appropriate mailing list or forum.
