Bug Description

[ Impact ]

 * Missing transitionals for j:linux-intel-iotg users
 * Upgrading users from jammy to noble end up stuck with an unsupported kernel.

[ Fix ]

 * Add specific transitionals to support those and redirect them to hwe kernel

[ Test Plan ]

 * verify package dependency.

[ Where problems could occur ]

 * Regression in newer kernel.
