Experiencing the same problem after upgrade to Impish. I have determined that the desktop does actually start after a resume from suspend, but the screen remains blank, with the backlight on. (To determine this, I used a keyboard shortcut to launch a terminal window and typed a reboot command successfully.)

Everything in the kernel log seemed normal for the interval around the suspend/restore (although there's so much stuff there, it's hard to be sure.)

The screen does come on OK after a full reboot.

As with the OP, suspend/restore is OK if I back off to using the 5.11 kernel. Also as for the OP, my system is using the amdgpu driver.

I'm experiencing the same issue with kernels:
5.13.0-28-generic,
5.13.0-30-generic,
5.13.0-35-generic.

GPU AMD ATI 03:00.0 Lucienne

However, it doesn't occur with kernel 5.13.0-27-generic.
