graphics card running at low memory speed

Bug Description

After installing the linux-oem-22.04d OEM kernel package on my system I noticed that the memory clock of my graphics card was running at 96Mhz instead of the normal speed what it should be. Also the mouse cursor had a strange colour almost greyed out for some reason.

It's a RX6650XT running on Ubuntu 22.04. After returning to the previous kernel and removing the OEM kernel everything worked fine again.
