This kernel.org bug is exactly what I'm experiencing in the Ubuntu kernel. For me it's ~90% of the time the display turns off (i.e. on idle, before suspend) the system stays on (power LED is on, fan stays on) and it is unresponsive. I am unable to switch to TTY either. It requires a 4-second power button press to reboot the system.
As stated in the bug, sometimes the system light on the front blinks with the CPU error code - orange orange white. The following kernel parameter in GRUB fixes it:
i915.enable_dc=0
Bug exists in Ubuntu 19.10's current kernel as well.
