kernel 4.10.0-32 runs hotter than 4.4 series

Bug Description
Kernel 4.10.0-32 idles at a higher temperature than the 4.4 series.
This becomes patent when browsing the internet or watching videos.
OS: elementary Loki 0.4.1 (based on Ubuntu 16.04 LTS)
Kernel: 4.10.0-32-generic (HWE)
Video: NVidia NVS3100M, using nvidia-340 driver
System: Lenovo ThinkPad T410s, intel i5, 4Gb RAM, Optimus graphics (intel+nvidia, using nvidia only)
Since there have been power regressions in the 2.x series, I thought someone may be interested in taking a look into this.

This can be closed, as the current HWE kernel is version 4.15.
Operating temperature is back to normal but disk I/O performance is awful on laptops.
