[HP 242 G2] Touchpad horizontal scrolling does not work

Bug Description

CID: 201309-14199 HP 242 G2

The horizontal scrolling function of the touchpad does not work on this system.

1. Install 12.04.4 + update (3.11.0-19), boot to desktop
2. Enable horizontal scrolling in the "Mouse and Touchpad" applet
2. Try to do horizontal scrolling

Expected result:
* Should be able to do horizontal scrolling

Actual result:
* Horizontal scrolling does not work, but vertical works fine.

Kernel correctly detected the touchpad:
