Bug Description

CID: 201304-13407 Dell Latitude E7240

The Wifi slider switch does not work on this system.

Steps:
1. Install 12.04.4, boot to desktop
2. Make sure Wifi is connected and use the switch to turn it off

Expected result:
* Wireless network could be disabled by the switch

Actual result:
* Nothing happened. Wireless network cannot be disabled by the switch, but it could be turned off by using the network manager UI.

It seems that dell-laptop.c removed rfkill code in kernel 3.11.10
After that, rfkill code added back and whitelisted Latitude models with following 2 patches.

    dell-laptop: Only enable rfkill on Latitudes

I will test these 2 patches after getting the machine to see if it is the root cause of this issue.
