Intel Bluetooth controller does not work, firmware missing

Bug Description
On a new HP EliteBook 840 G4 laptop and probably on any device using new Intel Kaby Lake bluetooth controllers linux hwe 4.8 kernel fails to initialize the bt controller, because the needed firmware file is missing. The following error will appear on syslog:
[ 31.886253] bluetooth hci0: Direct firmware load for intel/ibt-12-16.sfi failed with error -2
This can be fixed by installing linux-firmware package from yakkety (this bug report has been written over working bt-network connection). The linux-hwe package should probably pull the required firmware files as a dependency.
