Nouveau driver blocks boot (17.04) on Optimus laptop with 960m

Bug Description

Nouveau prevents booting on Optimus laptops (happened in recent kernels, on other distro, the issue wasn't present as of 4.4).

Here is a transcript of the error:
nouveau 000:02:00.0: bus MMIO 00000000 FAULT at 022554

Then a bunch of NMI watchdog soft lockup messages (of the different CPU stuck for 22s) and a message to echo something to hung_task_timeout_secs.

Trying to use nomodeset, it takes forever to "boot", I see errors during boot and when trying to load X.

Errors on the boot screen:
- tpm_crb MSFT0101:00: can't request region for resource [mem 0xfed40080-0xfed40fff]
- systemd[1]: Failed to register Manager vtable: File exists
- systemd[1]: Failed to set-up API bus: File exists
- systemd[1]: Failed to register Manager vtable: File exists
- systemd[1]: Failed to set-up API bus: File exists

Yes, the systemd errors are present twice

Error on X start (and keyboard/mouse is unusable (mouse isn't even displayed), I get a pop-up asking to adjust settings or something like that that shows for a second or 2.

1. I assume the module nouveau is part of the kernel
2. I selected the kernel as close as possible to the current version; I don't know exactly which one it is since it doesn't boot.
3. Behavior described is what happens on 16.04.2 and 17.04
