Regression: missing Zen 3 data fabric perf events

Bug Description

With 5.13.0-52-generic, "perf list" includes the following events:

data fabric:
  dram_channel_data_controller_0
       [Unit: amd_df]
  dram_channel_data_controller_1
       [Unit: amd_df]
  dram_channel_data_controller_2
       [Unit: amd_df]
  dram_channel_data_controller_3
       [Unit: amd_df]
...

With 5.15.0-46-generic the events are missing. This is occurring on Epyc 7003 processors (family 25, model 1, stepping 1).
