Bug Description

[Impact]

* Google requested fix to notify_page_enc_status_changed() passing incorrect argument.

* 27ba8c7 modified notify_page_enc_status_changed(), when it should not have

* Compile tested
* Boot tested
* Tested by Google

[Where things could go wrong]

* Low chance of regression. Isolated logic fix.
