The test_blackhole_dev from net in ubuntu_kernel_selftests failed on B-GCP 5.3 (5.3.0-1007.7~18.04.1-gcp)

Need to run this manually to see what's going on there.

From the code, it looks like this will require the test_blackhole_dev module, controlled by CONFIG_TEST_BLACKHOLE_DEV in the kernel.
