[SRU] Fix eDP showing garbage on GPT2 platforms

Bug Description

[ Impact ]

Similar to LP: #2129011, on 6.14.0-33-generic, some GPT2-based platforms also suffer from eDP issues caused by outdated firmware. This has been observed on some latest HP platforms.

[ Fix ]

Update the PSP_14_0_4 bins to the latest. This includes the following files:

1. amdgpu/psp_14_0_4_ta.bin[1]
2. amdgpu/psp_14_0_4_toc.bin[2]

[ Test ]

1. Install the kernel and the updated linux-firmware on the said GPT2 platforms.
2. Boot into the OS. The eDP should not show garbage.
2. Repeat the above steps on a platform with KRACKEN processor. The eDP should also function normally.

[ Where the problems could occur ]

This should affect only the PSP 14.0.4 hardware. This currently afftects the GPT2 and Krackan[3] platfroms.

Tested the -0ubuntu2.20 version in Noble -proposed on LampasW with 6.14.0-33-generic kernel. Confirm that the display functions properly.

The questing one (-0ubuntu1.3) also works after do-release-upgrade from P. Note that this upgrades the kernel to 6.17.0-6-generic.

Between -0ubuntu2.20 to -0ubuntu2.21 and -0ubuntu1.10 to -0ubuntu1.11[2] the only differences are the WCN7851 firmware files from, which is nowhere to be used by amdgpu driver.

Also confirmed that the checksum for firmware files in this SRU remain the same in -0ubuntu2.21 and -0ubuntu1.11 (compared to the ones in the previous version). So the verification result should hold.

File hashes for the updated firmware files. (Same across P and Q.)
