Hi,
Please find the mentioned details of the respective directories & their
permissions.
/lib/firmware: *drwxr-xr-x 90 root root 36864 Oct 14 22:58 firmware*
/lib/firmware/r128: *drwxr-xr-x 2 root root 4096 Oct 14 22:58 r128*
Same permission for */lib* as well.

I cannot reproduce this. Your system must be misconfigured somehow or otherwise in a bad state. I fail to see how this could be a linux-firmware package problem.

Well there's your root cause. It prevents dpdk from reading firmware files.
