Bug Description

[Impact]
Running simple 3D apps like glxgears in 4K becomes really sluggish.

[Fix]
Update rlc microcode to its latest version.

[Test]
Run `glxgears -fullscreen` on 4K monitor. The issue disappears after
this firmware update.

[Regression Potential]
Low. The firmware is already used by amdgpu.ko for a while, now we also
use it for radeon.ko.

Accepted linux-firmware into eoan-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/linux-firmware/1.183.4 in a few hours, and then in the -proposed repository.

Running glxgears at 4K, and it keeps 60FPS after running an hour.

glxgears dropped to 10 FPS after 5 mins with original firmware.
