Bug Description

when using the console (sudo update-manager -d)
the following error occures:

(process:2731): Gtk-WARNING **: Locale not supported by C library.
 Using the fallback 'C' locale.
Traceback (most recent call last):
  File "/usr/bin/update-manager", line 61, in <module>
    help=_("Show version and exit").decode(enc))
UnicodeDecodeError: 'ascii' codec can't decode byte 0xe3 in position 0: ordinal not in range(128)
