Bug Description
The raspi2/3 bootloader is lagging behing upstream, and we should update it to the latest stable version[1] to get .dtbo support and all the stable fixes.

The firmware currently included in bionic-updates is from 2019-02-15 (primarily to support booting the CM3+), and in eoan is 2019-08-19; both of these support .dtbo files.
