Bug Description

SRU Justification:

[Impact]

The patch "gpio: mlxbf3: only get IRQ for device instance 0" has been reverted upstream,
replaced with the preferred upstream patch "gpio: mlxbf3: use platform_get_irq_optional()"

[Fix]

The preferred upstream patch should also be used in Noble.

[Test Case]

* Boot BlueField-3 platform and verify that there are no instances of
  "mlxbf3_gpio MLNXBF33:01: error -ENXIO: IRQ index 0 not found" in dmesg log.

None
