I wanted to update this bug... 

dhclient eth0 resulted in a successful request and I got the appropriate IP address from the DHCP server (which is also my default gateway).  Unfortunately, the same behavior (of no inbound traffic) continues.

Here's the output of tcpdump while arping the default gw (milton.local is the host with the problem and has IP 192.168.1.11)
