Rebase linux-azure to 4.13

Bug Description

linux-azure needs to be updated and rebased to the latest 4.13 artful kernel in the archive. Initially the 4.13 based linux-azure should be handled as a separated package named linux-azure-edge that later will replace the current 4.11 linux-azure kernel.

I will perform some tests with it, but there are some scenarios such as transparent sr-iov that I don't have access to the correct instance type.

Josh, can you help with testing this kernel?
