Bug Description
rdma_ucm is in the 4.11 kernel, but has to be modprobed up to be used. It should autoload on HPC images.

Is there any requirement when loading the module? "rdma_ucm" is a dynamic misc device, so I see 4 alternatives:
1. Always loading it during boot via a configuration file in "/etc/modules- load.d" .
2. Adding it as a soft dependency for the Hyper-V RDMA drivers via a configuration file in "/etc/modprobe.d/".
3. Having WaLinuxAgent to load it.
4. Compile it as a built-in module.
