ioctl_ns05 and ioctl_ns06 failed on X-4.15 AWS ARM64

Bug Description

Test failed with:
    tst_checkpoint.c:162: BROK: ioctl_ns05.c:83: tst_checkpoint_wake(0, 1, 10000): ETIMEDOUT

Setting LTP_TIMEOUT_MUL to even 100 does not help on this issue.
This was only spotted on AWS ARM64, AMD64 instance works fine.

BTW, it's a1.large, a1.2xlarge (ARM64 instances) mentioned in comment #2. Test on a1.medium time outed.
