I found a corresponding bug report in Debian, so I have attached a bug watch.

Interestingly enough, Ubuntu 12.04 had an English man page (http://manpages.ubuntu.com/manpages/precise/en/man1/linphone.1.html), but this is gone again in all later releases, see for instance 16.04: http://manpages.ubuntu.com/manpages/xenial/en/man1/linphone.1.html.

As mentioned in the Debian report, this seems to have been fixed for a while. From what I can see, at least for Ubuntu 18.04 and newer http://manpages.ubuntu.com/manpages/bionic/en/man1/linphone.1.html
