Linphone package is of outdated not properly functioning version

Bug Description

The current linphone release is 4.2.5, yet the default package in ubuntu 20.04 is merely 3.12.

The version 3.12 is outdated. It has been discontinued and is also not working properly,
for example, the wizard fails to create/store sip account settings, clicking the call button does nothing, not even an error message is displayed, c.f. https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=948227

Please either replace the linphone version with a more recent properly working one, or remove linphone from the repository so that users can download it from https://www.linphone.org/releases/linux/app/ right away.
