lilo fails to install in a chroot lacking /etc/mtab

Bug Description

Binary package hint: lilo

When installing in a chroot that lacks /etc/mtab, lilo postinst fails:

Setting up lilo (1:22.8-8ubuntu1) ...
grep: /etc/mtab: No such file or directory
mount: special device UUID=c5d166f5-0b2a-4f1d-8e09-5e2eafc964ea does not exist
dpkg: error processing lilo (--configure):
 subprocess installed post-installation script returned error exit status 32
Setting up rpm2cpio (4.7.2-1lbuild1) ...

While one could argue that packages shouldn't build-depend on lilo, I think that turns back into a "there should be a lilo-dev package" complaint.

This lilo version was "beta" (unfortunately) and cannot work with the newer UUID scheme.
Please use 22.8-10 or better 23.2-1 for full support for UUIDs.
