Keyboard layout is always "en" at login, no matter what the user's is

Bug Description
In 12.04, at the login screen, the selected keyboard layout is always 'en', even though I've installed the system with 'hu' selected, and I do not use English layout at all. I guees the ideal case would be if it was the user's selected layout (and change when selecting an other user, just like the background).
(this layout change also swaps Z and Y so password containing those characters are also problematic.)
